Plan to Avenida da Liberdade provides end of the parking area

The Board discussed in Lisbon on Wednesday to open a period of public discussion for the Urban Plan of the Avenida da Liberdade, which provides for ending the parking area that the avenue and build two parks underground.

In the proposal that leads to the meeting in camera, and who had access to Lusa, the alderman of Urban, Manuel Salgado, proposing to open a period of 22 days for public discussion.

The budget estimate of operations under Urban Plan of the Avenida da Liberdade and surrounding area (PUALZE) is around 57 million euros, almost half (40.9 percent) for creation of parking.

The PUALZE, prepared by architect Manuel Fernandes de Sa, who was the author of the original document, dated 1991, covers an area of about 100 hectares, corresponding to the parishes of St. Joseph, S. Mamede and Heart of Jesus.

The area covered extends from the Avenida da Liberdade to the area of Prince Royal, on one side and over the hill from S. Joseph, on the other.

The plan provides for the reperfilamento Avenida da Liberdade, the extension of tours, limiting traffic on the side (is only one track) and recovery of various public spaces.

Reduce pollution and noise

The big difference this PUALZE with the previous version is the environmental concern with air pollution and the high levels of noise, areas that until now could not allow the approval of the Commission for Coordination and Regional Development of Lisbon and Tagus Valley (CCDRLVT ).

In declarations to Lusa, the president of CCDRLVT, Fonseca Ferreira, reminded the protocol signed with the municipality, which, among several measures to reduce air pollution and noise, defines the decrease in the number of parking spaces by eliminating one of three underground car parks originally planned.

"These issues will be resolved gradually with a series of measures outlined in the protocol. It is the Avenida da Liberdade far exceeded all limits of air pollution and noise defined in the legislation, "said the person responsible.

The changes made by parking on Avenida da Liberdade withdraw about 660 seats on the surface.

They also removed other 260 spaces for parking throughout the area covered by PUALZE, mainly because some areas will be prohibited to traffic, such as Rua Rosa Araujo.

The two parks planned underground, at the intersection of Avenida da Liberdade with Rua Barata Salgueiro and the intersection of Avenue Road with Manuel de Jesus Coelho, will provide a total of 520 seats.

Parks on the surface especially for residents

The central range of rapid transit will not be changed. Apart from the two parks underground, the PUALZE provides for the construction of four more to the surface in the area surrounding the avenue, especially to ensure the parking lot.

Pull East will be built in a park with 150 seats in Travessa of St. Marta, in a zone where the municipality wants to capture some houses and trade.

It is also proposed to build another park in the street Walkway, which will offer around 180 seats, also set in a zone that houses equipment and local support.

In the West Slope expected to be more parking for 750 seats in the park, distributed by the Mouse's Market (600 seats) and Largo's Nigel (150 seats), the latter for residents in the neighborhood.

In total, in the whole area of PUALZE is expected to offer maximum parking in public parks in the region of 3500 seats. On the surface it is suggested to hold a smaller number, around 1220 seats, which should be paid to ensure the rotation.

The municipality also wants to create pedestrian under the atravessamentos Avenue, in connection with car parks proposed.
Also opens the door for the construction of a pedestrian crossing linked to top Northern Free parking for Restauradores, to create a privileged link between the two slopes, taking advantage of the existence of elevators and the Glory of Hobart.

System of pedestrian connections

The still maintains PUALZE the construction of a pedestrian connections between the stairs of the Convent of the Incarnation, slope of St. Anthony, Torel Street and the Walkway, which will provide access to the Campo de Santana and the axis formed through the streets of St. Antony and S. José

As for public transport, the studies developed under the Municipal Master Plan are to assess the possibility of creating a new line (the line of hills), which cross in the direction from east to west, the area under study and that cross the Avenue da Liberdade the vicinity of Station Avenue.

PUALZE in the town assumes that the space for parking, housing, trade and services, which represent 65 percent of the overall estimate, may be partially or fully negotiated with other public or private.

For example a car park may be sold or alternatively be its concession to build and operate public or private promoters.

It may also be considered the application of various actions the Operational Program of the Region of Lisbon and Tagus Valley.
